			<content:encoded><![CDATA[<p>AGARTALA: Bangladesh Foreign Minister Dipu Moni will visit Tripura on September 14 to lay the foundation stone of a War Museum to be dedicated to Bangladesh Liberation War in 1971.</p>
<p>According to official sources here today, Ms Moni will be on a two-day visit to Tripura along with a delegation.<br />

She would enter the state through Akhaura Check post and then leave for Belonia to lay the foundation stone at Chittakhola in Belonia on September 15 next, said state Industries and Commerce Minister Jitendra Choudhury.</p>
<p>He said during Bangladesh Liberation War in 1971, Chittakhola had functioned as one of the 11 warfront camps in Tripura and a large number of liberation warriors at Chittakhola used to sneak into Bangladesh to launch guerrilla offensives against Pakistani army camps or mobile units.</p>

<p>Ahsan Khan Chowdhury, Deputy Managing Director of Pran has said that the company would like to invest within three years in the state.<br />

&#8220;The future magnitude of the business that Pran would like to create here, I would say that Pran should invest close to I want to say 10 million dollars over a period of three years. It will not happen overnight as it will take time to understand, familiar with market and people. That is the magnitude,&#8221; said Chowdhury.</p>
<p>Chowdhury believes that the northeast has great potential as an agro-based industry market.</p>
<p>He further said that Tripura would not only provide consumers but also supply raw material to Pran.</p>
<p>&#8220;I feel that the market is ready and the northeast is the market, and I feel that there is enough opportunity here. It&#8217;s not only to sell in northeast but it is also to buy from northeast,&#8221; said Chowdhury.</p>
<p>He said that India&#8217;s decision to allow investment from Bangladesh would lead towards stable and secure trade relations between the two nations.</p>
<p>He also said that Pran would like to set up more business ventures in India, as it is a large country with a fast-growing economy.</p>
<p>Pran started business in 1980 and has become the largest exporter of processed agro-products from Bangladesh, and export products to 70 countries including India, Europe, Africa and Middle East.</p>

			<content:encoded><![CDATA[<p>AGARTALA: A dispute over the number of Mizoram tribal refugees sheltered in Tripura for 13 years might create a fresh imbroglio between the two northeastern states, officials said here Thursday.<br />
A survey sponsored by the Mizoram government says the total number of refugees is 27,261 while the Tripura government says the figure is 40,504.<br />

“Disagreement over the number of refugees might create a serious impasse and an uneasy situation over refugee repatriation,” a top Tripura official said on condition of anonymity.</p>
<p>Since October 1997, Reang tribal refugees, locally called Bru, have taken shelter in six camps in north Tripura’s Kanchanpur sub-division, adjacent to Mizoram. They fled western Mizoram after ethnic clashes with the majority Mizos over the killing of a Mizo forest official.</p>
<p>“After the repatriation of 1,133 refugees to Mizoram in May, the total number of refugee families are 6,224 comprising 40,504 men, women and children,” Shiva Prasad Biswas, the Tripura government’s relief, rehabilitation and disaster management department director, told IANS.</p>
<p>“We are yet to officially get the survey or headcount report conducted during the past few weeks,” Biswas said.</p>
<p>Following the instruction and format of the Mizoram government’s home department, the Mizoram Bru Displaced People’s Forum (MBDPF), the apex body of the refugees, has done a survey and headcount of refugees in the past few weeks.</p>
<p>Refugee leader Elvis Chorkhy told IANS: “Within the next one week we would submit the survey and headcount reports to the Mizoram government for taking subsequent actions.”</p>
<p>“During 1997 ethnic troubles, several hundreds tribals had also taken shelter from southern Assam and they have been excluded in the survey and headcount,” said Chorkhy.</p>

<p>Official sources here today said Dr Patil, along with his wife, daughter and son-in-law, is on an unofficial visit to Nagaland and arrived at Dimapur on Saturday and attended a function at Diphu in Karbi Anglong district of Assam, bordering Nagaland&#8217;s Dimapur, on Sunday morning.<br />

After the function he arrived Kohima yesterday by helicopter and stayed at the Raj Bhavan.</p>
<p>Yesterday he visited the 5 Sector of Assam Rifles at Tsiesema on the outskirt of Kohima under Northern Angami Region.</p>
<p>Today, Dr Patil and his family members visited the World War II (two) Cemetery and Nagaland State Museum<br />
and some other places of interest in and around Kohima.</p>
<p>He is likely to leave for Agartala tomorrow.</p>

			<content:encoded><![CDATA[<p>AGARTALA: The World Bank will provide Rs. 5 billion to four north eastern states Mizoram, Nagaland Sikkim and Tripura to create self-employment opportunities for the tribals and poor people living in rural and remote areas. The Bank would provide the assistance for the North East Rural Livelihood Project (NERLP), starting this financial year (2010-11).<br />
<span id="more-1537"></span><br />
&#8220;The pilot project of the NERLP would be implemented in two districts each of the four north eastern states aiming to generate livelihood of those people who are yet to get any assistance from any medium or major scheme,&#8221; Tripura Rural Development and Forest Minister Jitendra Choudhury told reporters in Agartala on Wednesday. </p>
<p>The NERLP has four components &#8211; social empowerment, economic empowerment, partnership development and management, project management. </p>
<p>&#8220;NERLP would play a vital role in transforming rural economy, eradicating poverty and providing viable employment opportunities by utilising local and natural resources. It is aimed at socio-economic development of tribals and other backward people,&#8221; said Choudhury. </p>
<p>The Development of North Eastern Region (DoNER) ministry in consultation with the Department of Economic Affairs and World Bank has finalised the NERLP. It would be implemented through a society registered at Guwahati. </p>
<p>A 25-member team of the Bank and the DoNER ministry is now on a week-long visit to Tripura. </p>
<p>Project Director Alok Kumar Srivastava said the NERLP is based on the IFAD (International Fund for Agricultural Development) assisted North Eastern Regional Community Resource Management Project (NERCRMP) which has been successfully implemented in two districts each of Meghalaya, Assam and Manipur. </p>
<p>IFAD is a specialised agency of the United Nations and its mission is to enable the rural poor to overcome poverty. </p>
<p>Choudhury said that 32,000 self-help groups (SHGs) have been formed in Tripura and the state government has been providing Rs.50,000 to these under the Tripura Support Scheme (TSS). The SHGs are producing and marketing more than 250 products.</p>
<p>He said the state government has suggested to the visiting officials to involve elected local government bodies, including the tribal autonomous district councils, in the NERLP project.</p>

<p>27 members including three women were administered the official oath by the State’s Law Secretary Swapan Chandra Das in the presence of the Chief Executive Officer Kumar Alok at the headquarters of Autonomous District Council (ADC).<br />

Ranjit Debbarma, who was re-nominated as the Chief Executive Member for the third time, said that he has asked both the State government as well as the Centre for more power to the district council including direct funding by New Delhi.</p>
<p>“We demand more power including direct funding to the ADC (Autonomous District Council) and had asked both the state as well as the Centre for more power and funds through different schemes to the ADC,” said Ranjit Debbarma.</p>
<p>“This time our priority shall be to maintain the prevailing peaceful condition in the State and maintain the pace of development activities going on throughout the State,” noted Radhacharan Debbarma, a Cabinet member.</p>
<p>Communist Party of India-Marxist (CPI -M)) led Left Front created electoral history by winning all the 27 seats that went to polls in Tripura on May 3.</p>

			<content:encoded><![CDATA[<p>AGARTALA: On the union home ministry&#8217;s advice, Mizoram has decided to take back 2,000 tribal refugees from six relief camps in Tripura where they have been living for the past 13 years, officials said Saturday.</p>
<p>&#8216;Before May 15 we will take back 462 tribal refugee families comprising 2,000 men, women and children. The union home ministry has asked the state government to repatriate the refugees from their camps in Tripura,&#8217; a Mizoram government official told reporters in Aizawl.<br />
<span id="more-1443"></span><br />
&#8216;We have not decided yet about the repatriation of the remaining refugees,&#8217; the official added.</p>
<p>Over 37,000 Reang tribal refugees have taken shelter in six camps in north Tripura, adjacent to Mizoram, since 1997 when they fled western Mizoram following ethnic clashes with the majority Mizos over the killing of a forest official.</p>
<p>The Tripura government and the union home ministry have been asking the Mizoram government to take back the refugees. The union home ministry, through the Tripura government, has so far spent around Rs.1.74 billion on their upkeep.</p>
<p>The Mizoram government official said: &#8216;Mizoram Home Secretary Lalmalsawma and senior officials held a meeting with the Mamit district deputy commissioner and other civil and police officials to finalise the repatriation schedule and the refugees&#8217; subsequent rehabilitation.&#8217;</p>
<p>&#8216;A tripartite meeting between the officials of union home ministry, Mizoram government and refugee leaders would be held at Mamit district headquarters May 6 to give a final touch to the much expected repatriation plan,&#8217; the official added.</p>
<p>A series of inconclusive meetings in New Delhi and Aizawl were held to resolve the repatriation issue that has been hanging fire for 13 years following differences between the migrants and the Mizoram government over the rehabilitation package.</p>
<p>The Reang tribal refugees, locally called Bru, are unwilling to return to their homes in Mizoram until their demands for adequate security and sufficient financial assistance for rehabilitation are accepted by the Mizoram government.</p>
<p>Last November, a mob in western Mizoram burnt down around 700 houses of Reang tribals in following the gunning down of an 18-year-old Mizo youth by unidentified miscreants. </p>

			<content:encoded><![CDATA[<p>AGARTALA: The Planning Commission has approved Rs 1,860 crore as annual plan outlay for Tripura during the current financial year (2010-2011), official sources said today.<br />
<span id="more-1424"></span><br />
After discussion with Chief Minister Manik Sarkar, it was indicated by Deputy Chairman of the Planning Commission Montek Singh Ahluwalia that the annual plan (2010-2011) for the state would be Rs 1,860 crore, sources said.</p>
<p>However, Ahluwalia hinted that a mid-term review may be held after three months to see if the size could be stepped up further, sources added.</p>
<p>Sarkar was accompanied by Finance Minister Badal Chowdhury, Chief Secretary Sudhir Sharma and senior officers of the state.</p>
<p>The Chief Minister also requested that Tripura being an under developed state, all the districts should be provided funds under Backward Region Grant Fund (BRGF). Failing this at least one district should be brought under its coverage in the current financial year.</p>
<p>As the state has a long international border, the allocation under border area development should be increased, Sarkar said.</p>
<p>The Chief Minister highlighted that Tripura was one of the leading states in implementation of the Forest Dwellers Act and requested the Planning Commission to provide additional assistance so that the recipients of pattas may take up ecologically sustainable economic activities.</p>
<p>Sources said, the response of the Deputy Chairman was positive.</p>

			<content:encoded><![CDATA[<p>AGARTALA:  A senior professor of Tripura University, Manjari Choudhury, who was also the wife of the vice-chancellor, has committed suicide, police said Thursday.</p>
<p>Choudhury, 60, was found hanging from a ceiling fan at her residence Wednesday night, police officer Narayan Chandra Saha told IANS.<br />

&#8216;A suicide note recovered near the body stated that Choudhury committed suicide because of some incurable diseases,&#8217; he said.</p>
<p>He added: &#8216;She might have killed herself out of depression. One of her sons went missing from Andhra Pradesh in June 1999. We are questioning her brothers and relatives.&#8217;</p>
<p>Tripura University Vice-Chancellor Arunoday Saha told police that his wife had been ill for some years and had attempted suicide by setting herself on fire a few years back.</p>
<p>Choudhury was the dean and head of department of the arts and commerce departments. </p>
